Almost any popular film developer is suitable for Tri-X. D-76 is a good beginning point.

I love love love TMax developer. I've shot tri-x 400 many a time, and developed it with Tmax dev in a 1+4 dilution soup; its great. Contrasty negatives, but I like that.

The word "best" is subjective. With that in mind, my choice for "normal" developing would be Clayton F76, or the CP Powder mentioned above. But I adore Formulary PMK for almost anything.
Where are you trying to import it to? If you're in Europe, Foma makes some fine developers (
www.foma.cz), as does Ilfor: ID-11 is a fine grain developer like Microdol-X. look at
www.ilford.com.

You can try the MICROFINE.
It's two bath developer, for make very interesting results
for 800 asa with normal contrast and fine granulation...
This developer made to the french company FRPC.
