They are Kodak Color Compensating Filters (also known as Wratten Filters) and are used in a holder in front of your camera lens. They are made of dyed gelatin and are exceedingly fine and precise but very delicate. The holder sort of resembles a Cokin filter holder except that it is metal and attaches by a couple of spring clips. On a 4x5 camera you can put it behind the lens. They are used when you want more control and accuracy that what is afforded by glass or plastic filters. But, again, they are very delicate, a bit of a problem to handle in the field and are prone to fading (which is why they are stored as they are). Hope this helps.
